Why, the H*LL do you expect any bank or business to give you the same creditworthiness as construction in a stable location, where there is NO HISTORY of shop-lifting, property damage, etc.
It may appear to be RACIAL DISCRIMINATION, but I can assure you similar apparent “discrimination” also occurs in poor rural areas where white folks will be subject to more stringent loan conditions…. requiring mortgage insurance, where none used to be required.

There was a time even in the 70s when with my net worth of over a $million, I knew my bankers, and could walk into a bank and obtain a $250,000 on my signature for a project, without putting up collateral. But Federal non-discrimination Laws changed all that as banks had to prove they did not discriminate.
