Depending on the specific form of senility/Altzheimers, people suffering have or can have relatively good earlier memories but have problems inputting and retrieving newer memories.
As you know, short term memories only tend to last for 24 hours or so and these are then processed while we sleep into long term memories.
Age can damage the sleep process and the transfer from short term into long term memories.
From my observations of sleepy Joe, I believe he is suffering from the ability to put memories into long term. I believe he heavily relies on memories established perhaps years ago.
I believe he knows what the nuclear football is and its use, but biden is now totally incapable of making current judgments and good decisions.
I believe the upper echelons of the democrat party are fully aware of biden’s mental deterioration. (This now why many democrats, while not wishing to remove him from office, want to minimize his damage capabilities.)

Not every country vaccinates like the US.
