Obviously Hitler was very similar to Putin, in that he was trying to rebuild a German Empire or Austro-Hungarian Empire without regard to moral values or cost of human lives.
(Is that not what we mean when we call someone “ruthless”? And we believe Putin ruthless.
I guess that implies that one has to develop a deterrence: A carrot or a stick to induce a change in behavior.

I have stated before in this forum, but not recently, I was the son of an army officer during the post-WWII occupation of Germany and lived there two and a half years.
Hitler started out short of oil and short of labor to fight an extended war.
He was anti-gypsy (Romanies) and anti-gay. As the war went on much longer than Hitler expected, he became increasingly suspiscious of under-officers conspiring against him and with Jews tending to stick together, this was a major cause of concern.

My take on Paul Craig Roberts is that he pointed out one of the problems of democracy, which is lack of continuity.
In a two-party or multi-party democracy, when a new party takes control, it tends to put its own stamp on policies. Thus international promises made by previous administrations tend to get forgotten.
