I believe the markings on the drones indicate fabrication in Russia using Iranian and Russian parts.
These drones have a programmable preset flight-path and are not very accurate, but are very much cheaper than cruise missiles.
The accuracy of Russian cruise missiles is on a par with American made, but they are too expensive to use except when extreme accuracy is a must.
While Russia was still trying to negotiate a peace agreement, they were trying to minimize collateral damage and used cruise misssiles.
