I remember from when Epstein was first arrested, the DoJ HAD to drop the majority of charges against him because the charges kept on emphasizing under-age or minors, and although there were lots of females involved, they were almost ALL OVER 21, after investigations were made.
The media griped like crazy at the dropping of most charges, but prostitution, soliciting, etc. is a whole different ball-game ABOVE the age of consent.
