George H.W. Bush honored for courage with 1990 tax hikes

BOSTON (Reuters) – Former U.S. President George H.W. Bush showed courage in breaking his “read my lips: no new taxes” campaign pledge to broker a 1990 budget compromise that may have cost him re-election two years later, the John F. Kennedy Library Foundation said on Sunday.

The organization honored the 41st U.S. president with its 2014 Profile in Courage Award, praising the Republican leader’s “decision to put country above party and political prospects” in the deal with congressional Democrats.

“America’s gain was President Bush’s loss,” Jack Schlossberg, grandson of former president John F. Kennedy and a member of the award committee, said during a ceremony at the library in Boston.

Bush did not attend the event. Granddaughter Lauren Bush Lauren, niece of former president George W. Bush, accepted the award on her grandfather’s behalf.

“Candidly speaking, my grandfather did not want to raise taxes in 1990,” she said. “But in our constitutional system of governance, Congress also gets a say – and more than that, he felt he owed the American people action and results.”

The foundation also honored Paul W. Bridges, a former Georgia mayor, as co-recipient of the award for putting his mayoral career on the line to oppose a 2011 immigration bill aimed at pushing undocumented immigrants out of his state.

The awards, presented during the mid-term election season, appeared to offer a subtle critique of sitting congressional Republicans, who last fall forced a budget impasse and a 16-day government shutdown to avoid funding President Barack Obama’s healthcare bill.

“We celebrate today courage in a moment of profound change and challenge in a country gripped by partisan gridlock and inaction,” Schlossberg said.

In September 1990, two years into George H.W. Bush’s first term, the United States was saddled with a $200 billion budget deficit. Months of partisan wrangling over possible tax increases and spending cuts had ended in a stalemate.

Despite the potential political backlash, Bush announced a compromise with congressional Democrats that would cut $500 billion from the deficit in five years, in part by raising “luxury taxes” on items including yachts and pricey cars, among other tax hikes.

“The time for politics and posturing is over,” Bush said in an October 1990 speech. “The time to come together is now.”

The budget passed, but Bush’s concession on a tax increase rankled members of his party and stood at odds with his “no new taxes” campaign promise. He lost re-election to Democrat Bill Clinton in 1992.

Bush thanked the foundation for the award in a statement read by his granddaughter. He joked he had skipped the event due to suspicions that broccoli might be served, a nod to his infamous ban on the vegetable he disliked from Air Force One.

    Civil liberties and privacy groups are increasingly raising objections to the suitcase-sized devices known as StingRays or cell site simulators that can sweep up cellphone data from an entire neighborhood by mimicking cell towers. Police can determine the location of a phone without the user even making a call or sending a text message. Some versions of the technology can even intercept texts and calls, or pull information stored on the phones.

    Part of the problem, privacy experts say, is the devices can also collect data from anyone within a small radius of the person being tracked. And law enforcement goes to great lengths to conceal usage, in some cases, offering plea deals rather than divulging details on the StingRay.

    I was taught that a man is only as good as his word. Bush’s word was worthless. He swore he would not raise taxes and then did, and when reporters asked him about breaking his pledge, he had the gall to turn his back to the cameras and wiggle his fanny. And then he accepted the Profile in Courage award from the Kennedys and the LBJ award from the Johnson daughters for helping their dad murder JFK. Bush will burn in hell with LBJ, the Clintons, Obama, and John McCain.

    There was nothing courageous about Bush raising taxes. What would have been courageous would be if during campaigning he would have made the statement that economic decisions like that should be based on what the economy is doing at a given point in time. To make rigid statements like he did during the campaign is just political pandering and shows a basic lack of courage. You’re not a “good” republican if you don’t talk lowering taxes and cutting spending. Partisans fall for that garbage every time just as they fall for the usual Democratic party agenda every time. Nothing new.

    Another “good” Republican campaign “talking point” constantly references building up our military. How can you not win a primary without that one. I haven’t watched many of the presidential debates over the last few years since you can just about predict what everyone of those yahoos are going to say. The exception was last year’s elections which was entertaining because of the Trumpster’s unpredictability. I might add that the proposed tax reform in its’ current form is lousy IMHO.

      i know I’m a diehard conservative, a perennial advocate against government overspending, but don’t you (Richard/Doc) even recognize the problem of raising taxes.?

      JUST LOOK AT HISTORY.

      Countries with lower taxation, ALWAYS grow faster than those with higher taxation. (Other things being equal)

      Governments ARE INEFFICIENT. Governments always waste money.
      YES, Governments are necessary, but minimal governments are better.

      History shows that optimum taxation (depending on resources availability, depending on national needs) is somewhere down around 10% of GDP.
      Of course those are an over-simple statements,but we need to get away from partisan politics and talk about economics; the consequence of raising taxation, and the consequences of debt and overspending.

      You are right, Richard/Doc, the current proposal is not optimal. but I would never call any tax cut lousy, even if heavily distort by politics.

    I think it is hilarious that JFK’s grandson (Caroline’s son) presented the Kennedy Profile in Courage Award to the granddaughter of Poppy Bush to honor Poppy. What will Caroline’s son think when he finds out that he gave a Kennedy Courage award to honor one of the men on the CIA hit squad LBJ sent to murder JFK. Very ironic!
